Kelley Prevard, of Atlantic City, works on a portrait of former Mayor Jim Whelan on the seventh floor of City Hall on Friday. Her mural, which will cover several walls, will include a portrait of the city’s first Black mayor, James Usry, the first Miss America and city sights.
